Traffic & transport

The scheme benefits from direct access to Junction 7 of the M3 and the A30, providing strong connections to the strategic road network. As shown on the diagram below, construction traffic will be routed via the M3, A30, A33 and A303 to minimise impacts on local roads and communities, with detailed traffic management measures set out in the Traffic Management Plan. There will be no construction vehicles passing through Basingstoke or local villages.

The proposals will also incorporate cycle and active travel infrastructure to encourage sustainable access to the site.

Landscape

The proposals build on the approved landscape framework, strengthening planting and buffers to soften views, reduce visual impact and integrate the scheme into its surroundings. The existing approved approach to planting, green areas and landscape buffers will be retained and strengthened as Plot 1 comes forward.

Additional planting will help to screen parts of the development, soften views from nearby areas and reduce the visual impact of the buildings, helping the scheme fit more naturally into its surroundings. The landscape buffers will also help create a greener edge around the site, making the development feel less harsh and more connected to the surrounding environment.

Over time, as the trees, hedges and planting grow, they will provide a more natural screen and help the site blend better into the local landscape.

Working hours

To minimise impacts on neighbouring communities and the local highway network during construction, all works will be managed through a Construction Environmental Management Plan. This will set out clear controls on working hours, deliveries, traffic routing and site operations to reduce disruption, maintain road safety and ensure construction activities are carried out responsibly.

Construction hours and deliveries

Construction activity would take place between 07:00 and 19:00 Monday to Friday, and between 07:00 and 16:00 on Saturdays. No works would be carried out on Sundays or public holidays, except in exceptional circumstances and with prior approval from the local planning authority.

Deliveries would not take place before 07:00 or after 19:00, and would be carefully coordinated to avoid peak traffic periods between 08:00–09:00 and 16:30–18:00, helping to minimise disruption to the local road network.

Sustainability & environment

We are designing Basingstoke Gateway to high environmental standards, targeting BREEAM ‘Outstanding’ (a nationally recognised rating system that measures the sustainability and environmental performance of buildings), while delivering at least a 10% Biodiversity Net Gain to create more and better habitats.

Traffic routing and access management

Access to the site would be strictly controlled through designated entrances and clearly signed routes. All contractors, suppliers and delivery drivers would be required to follow approved construction routes and the Traffic Management Plan, helping to ensure construction traffic uses the most appropriate roads. Measures such as wheel-washing facilities would be in place to prevent mud and debris being carried onto public highways, while road sweepers would be deployed as required to keep local roads clean and safe throughout the construction period.

Variations

In some circumstances, highway works may need to be undertaken at weekends or overnight to minimise disruption to traffic flows and the wider road network. Any proposed changes to approved working hours or traffic management arrangements would be subject to agreement with Basingstoke and Deane Borough Council before they could be implemented.
